Who needs an Affirmative Action Program?Executive Order 11246 (as amended by Executive Order 11375) requires federal contractors and subcontractors with contracts in excess of $10,000 to comply with Title VII and to take positive, results-oriented steps to eliminate employment barriers to women and minorities. This order prohibits discrimination on the basis of race, color, religion, gender, or national origin. Section 503 of the Rehabilitation Act of 1973 and Section 4212 of the Vietnam-era Veterans Readjustment Assistance Act of 1974 also require affirmative action programs and, thus, extend the employer’s affirmative action compliance plan to also include the disabled, Vietnam era or special disabled veterans.
